Twenty-two (22) state Housing Finance Agency (HFA) programs received Annual Awards for Program Excellence during the National Council of State Housing Agencies (NCSHA) 2013 Annual Conference & Showplace in New Orleans, LA. This year’s conference was attended by more than 900 affordable housing industry professionals.

Now in its 29th year, the NCSHA Annual Awards for Program Excellence was created to identify and elevate industry best practices as well as encourage continued HFA innovation. There are seven categories for consideration:
 

  • Communications
  • Homeownership
  • Legislative Advocacy
  • Management Innovation
  • Rental Housing
  • Special Needs Housing
  • Special Achievement

 
The 147 entries from across the country were judged on originality, innovation, a proven track record in the marketplace, cost/benefit ratio, and measurable benefits provided to targeted customers.

"These awards are presented annually to honor the best work of HFAs nationwide,” said Brian A. Hudson, NCSHA president and executive director of the Pennsylvania Housing Finance Agency.

“The NCSHA Annual Conference provides an outstanding platform to showcase award winners and entries in order to exchange best practices within the HFA community,” Hudson continued. “The ongoing ability to share information with each other enables all HFAs to be even more successful in achieving our common mission of providing affordable housing for those who need it."

The National Council of State Housing Agencies (NCSHA) today released its 2010 Factbook, a comprehensive survey of HFA (Housing Finance Agency) program activity. This survey enables NCSHA to accurately represent and respond to its member needs, as well as supports the organization’s advocacy within Congress, the Administration, and the numerous federal agencies concerned with housing.

One key trend of note in this year’s survey results is a 41 percent increase in the number of single-family homes financed by HFAs in 2010 as compared to 2009. Despite continuing national economic and housing market challenges, HFAs financed 59,127 affordable homes in 2010, up from 41,857 in 2009.

“We are very proud of this annual undertaking that provides hard evidence of HFA program results and successes,” said Barbara J. Thompson, executive director of NCSHA. “The combination of the trends that we are seeing in the 2010 Factbook, along with what we are hearing from the HFA community, is a positive indication that the housing market recovery efforts are moving in the right direction.”

At the center of HFA activity within the states and NCSHA’s work in Washington are three federally authorized programs: tax-exempt Housing Bonds, the Housing Credit, and the HOME Investment Partnerships (HOME) program. Using Housing Bonds, the Housing Credit, and HOME, HFAs have designed hundreds of housing programs, including homeownership, rental, and all types of special needs housing. Many NCSHA member agencies also administer other federal housing programs—including Section 8 and homeless assistance—and state housing resources.

NCSHA publishes the Factbook annually to assist HFAs when comparing their programs and operations to those of other HFAs. Many housing industry professionals also utilize the Factbook as they work with and provide services to HFAs and the people they serve. The 2010 Factbook is divided into the following sections:

  • Administration and Budget Characteristics,
  • Private Activity Bond Volume Cap Usage,
  • Mortgage Revenue Bonds,
  • The Low Income Housing Tax Credit,
  • Multifamily Bonds, and
  • HOME Investment Partnerships.

National Affordable Housing Awards Recognize Outstanding State Programs

Twenty (20) state Housing Finance Agency (HFA) programs received Annual Awards for Program Excellence during the National Council of State Housing Agencies (NCSHA) 2012 Annual Conference & Showplace in Orlando, FL.

Now in its 28th year, NCSHA’s awards program mission is to share information about the most successful housing programs, identify industry best practices, recognize exemplary HFA efforts, and encourage HFA innovation. Entries were judged on criteria that included originality, innovation, a proven track record in the marketplace, cost/benefit ratio, and measurable benefits provided to targeted customers. NCSHA ANNOUNCES NEW BOARD OF DIRECTORS

WASHINGTON, DC – The National Council of State Housing Agencies (NCSHA) announced its new Board of Directors, elected by its state HFA members. The election was held during NCSHA’s 42nd Annual Conference, October 20-23 in Orlando, FL.

“NCSHA plays a vital role by providing national leadership on pressing issues impacting affordable housing around the country,” said Brian Hudson, executive director and chief executive officer, Pennsylvania Housing Finance Agency and newly elected president, NCSHA.

"Housing is such a key component that provides stability for families, as well as stimulating cohesiveness and economic vitality for communities,” Hudson continued. “I am honored to help lead NCSHA at a time when affordable housing has the potential to do so much good to enhance people’s lives and help drive our national economic recovery.”

WASHINGTON, DC – Registration is now open for Housing Credit Connect to be held June 24-27, 2013 at the San Francisco Marriott Marquis. This annual event is presented by the National Council of State Housing Agencies (NCSHA) and convenes decision makers from the nation’s Housing Credit allocating agencies with leading program experts to discuss the top issues facing this vital housing resource.

NCSHA has sponsored this popular meeting since 1992. Formerly known as NCSHA’s Housing Credit Conference & Marketplace, the conference was rebranded this year to reflect its prominence as the industry’s premier Housing Credit event, along with all of the great opportunities provided to attendees through insightful educational sessions, an expansive marketplace with exhibits of the latest products and services, and multiple networking events.

NCSHA Urges House Ways and Means Committee to Preserve and Strengthen the
Low Income Housing Tax Credit and Tax-Exempt Housing Bond Programs in Tax Reform

WASHINGTON, D.C. – The National Council of State Housing Agencies (NCSHA), on behalf of its state Housing Finance Agency (HFA) members, today appealed to Congress to continue its long-time, steadfast commitment to the Low Income Housing Tax Credit (Housing Credit) and tax-exempt private activity Housing Bonds and the outstanding affordable housing results these programs consistently achieve.  In a statement it submitted to the House Ways and Means Committee for inclusion in the record of its scheduled April 25 hearing on Tax Reform and Residential Real Estate, NCSHA urges House Ways and Means Committee Chairman Camp (R-MI), Ranking Member Levin (D-MI), and the other Committee members to preserve and strengthen these vital programs in any tax reform plans they advance. 

“These indispensable financing tools contribute more significantly to state HFA efforts to create housing, community, and economic opportunity than any other federal resource,” said Brian Hudson, NCSHA president and executive director and chief executive officer of the Pennsylvania Housing Finance Agency, adding, “With the Housing Credit and Housing Bonds, HFAs are able to respond to the full spectrum of housing need, financing ownership and rental housing, newly constructed and rehabilitated, for all populations—families, seniors, veterans, people with special needs, and the homeless—in all geographic areas—urban, suburban, and rural communities and areas struggling to recover from natural disasters.” 

The Committee hearing is expected to examine all housing-related tax provisions, as part of the top to bottom review of the Tax Code the Committee is undertaking as it works toward comprehensive tax reform.  The Housing Credit and Housing Bonds are the Code’s most significant affordable housing programs and are responsible for most of the affordable homes produced today with federal help. 

NCSHA’s statement points to the broad and deep bipartisan support the Housing Credit and Housing Bond programs have long enjoyed in Congress and attributes the programs’ great success to Congress’ foresight and wisdom in designing them to allow states to use them to respond to their unique housing needs within broad federal parameters; to induce private sector investment; and to prevent abuse through rigorous compliance regimes.  “Congress understood when it created these programs that one-size-fits-all, Washington-driven affordable housing solutions simply don’t work at the state and local level,” said Barbara Thompson, NCSHA executive director.
 
NCSHA asserts these two programs should be preserved because they are highly effective in achieving the affordable housing objectives Congress set for them; the housing, economic, and social benefits they produce would not occur without these tax incentives; their results cannot be replicated through a federal spending program, even if Congress could find a way to fund one in today’s severely constrained budget environment; and the critical housing needs the programs address are great and growing.   It also calls on the Committee to seize the opportunity of tax reform to further strengthen the programs by making a few, mostly low or no cost changes to simplify their administration and make them even more responsive to state needs and priorities.

The National Council of State Housing Agencies (NCSHA) today released its 2011 Factbook, a comprehensive survey of HFA (Housing Finance Agency) program activity. The data contained within this annual publication supports NCSHA’s advocacy within Congress, the Administration, and the numerous federal agencies concerned with housing and enables the organization to accurately represent and respond to its member needs.

Of particular note in this year’s analysis:
 

  • A 13.5 percent increase in state HFA mortgage revenue bond (MRB) issuance during 2011 in contrast to the previous year. While the capital markets continued to struggle, HFAs issued $8.4 billion in MRBs in 2011, compared to $7.4 billion in 2010. HFAs issue MRBs to raise funds to support first-time homeownership for low and moderate-income families.
  • Showing how HFAs have adapted to challenging bond market conditions and today’s home buyer needs, new tables introduced in this year’s Factbook show that HFAs financed 9,415 single-family mortgages with more than $1.2 billion raised from alternative financing sources and supported 29,383 subordinate, or second, loans to help working families purchase affordable homes in 2011.
  • Since the Housing Credit program began in 1987, state housing agencies have financed over 2.6 million Housing Credit affordable rental homes. During this period, agencies have allocated over $12.6 billion in Housing Credits from their annual state ceilings to produce more than 1.78 million homes and financed over 825,000 additional homes with the 4 percent Housing Credit and tax-exempt bonds.
  • Use of the Housing Credit with tax-exempt bond financing increased to $228.3 million in 2011 from $186 million in 2010 and $201 million in 2009.

Thompson, executive director of NCSHA. “Despite these successes, our nation’s unmet housing needs remind us of the importance of preserving and strengthening them. NCSHA encourages Congress and the Administration to continue these programs and provide them the resources and flexibility necessary to provide affordable housing help to those who need it.”

State Housing Finance Agencies – known as HFAs – share a public purpose mission to provide affordable housing help to the people of their jurisdictions who need it.

The National Council of State Housing Agencies – known as NCSHA – is a national nonprofit, nonpartisan association that advocates on behalf of HFAs before Congress and the Administration for affordable housing resources. It represents the HFAs of the 50 states, the District of Columbia, New York City, Puerto Rico, and the U.S. Virgin Islands. Membership also includes more than 300 affordable housing industry partners.
